Otros anuncios oficiales Departamento: Ministerio de Política Territorial y Memoria Democrática Referencia: BOE-B-2026-30630 PDF XML TEXTO El anteproyecto de la planta solar fotovoltaica Grillete Solar, junto a su estudio de impacto ambiental fueron sometidos al procedimiento de evaluación de impacto ambiental, habiendo sido formulada Declaración de Impacto Ambiental (DIA) favorable, concretada mediante Resolución de fecha 23 de enero de 2023 de la Dirección General de Calidad y Evaluación Ambiental del Ministerio para la Transición Ecológica y Reto Demográfico («Boletín Oficial del Estado» núm. 29 de 3 de febrero de 2023). Con fecha 17 de abril de 2023, mediante Resolución de la Dirección General de Política Energética y Minas se otorga a Grillete Solar S.L.U., autorización administrativa previa para la planta solar fotovoltaica Grillete Solar, de 210 MW, de potencia instalada y sus infraestructuras de evacuación, que son las siguientes: Línea Subterránea media tensión 30 kV, Subestación Transformadora Grillete 220/30, Línea aérea de alta tensión en 220 kV desde ST Grillete a ST Noguera 220 kV, Subestación Transformadora Noguera 220/30 kV, Línea aérea de alta tensión en 220 kV desde ST Noguera a ST San Fernando Renovables 220 kV (tramo ST Noguera – AP157), Línea aérea de alta tensión en 220 kV desde ST Noguera a ST San Fernando Renovables 220 kV (tramo AP157–ST San Fernando Renovables), Subestación Transformadora San Fernando Renovables 400/30 kV y Línea aérea de alta tensión en 400 kV desde ST San Fernando Renovables a SET San Fernando 400 kV. En los términos municipales de Pozuelo del Rey y Torres de la Alameda, provincia de Madrid. Con fecha 17 de julio de 2024, mediante Resolución de la Dirección General de Política Energética y Minas, se otorga a Grillete Solar, SLU, autorización administrativa previa de las modificaciones y autorización administrativa de construcción para la instalación fotovoltaica Grillete Solar, de 210 MW de potencia instalada, y sus infraestructuras de evacuación, en Torres de la Alameda, San Fernando de Henares, Loeches, Mejorada del Campo y Pozuelo del Rey (Comunidad de Madrid) y se declara, en concreto, su utilidad pública. A los efectos de lo establecido en los artículos 53.1 y 55 de la Ley 24/2013, de 26 de diciembre, del Sector Eléctrico, y los artículos 125, 131 y 144 del Real Decreto 1955/2000, de 1 de diciembre, por el que se regulan las actividades de transporte, distribución, comercialización, suministro y procedimientos de autorización de instalaciones de energía eléctrica, se somete al trámite de información pública la solicitud de modificación de la Autorización Administrativa Previa (AAP), Autorización Administrativa de Construcción (AAC) y Declaración, en concreto, de Utilidad Pública (DUP) del proyecto de la planta solar fotovoltaica Grillete Solar, cuyas principales características son las siguientes: a) Peticionario: Grillete Solar S.L.U. b) Domicilio: C/ Cardenal Marcelo Spínola, 4, 1º D; 28016 Madrid. c) Órgano competente: El órgano sustantivo competente para resolver la autorización administrativa previa, la autorización administrativa de construcción y la declaración, en concreto, de utilidad pública es la Dirección General de Política Energética y Minas, perteneciente al Ministerio para la Transición Ecológica y el Reto Demográfico. d) Órganos tramitadores: La tramitación será realizada por la Dirección del Área funcional de Industria y Energía de la Delegación del Gobierno en Madrid. Las alegaciones se dirigirán a dicho órgano. e) Finalidad: Generación de energía eléctrica a través de paneles fotovoltaicos y evacuación de dicha energía generada para su comercialización. f) Presupuesto de ejecución material total del proyecto: 21.792.197.14 euros. g) Términos municipales afectados: Torres de la Alameda, Loeches y San Fernando de Henares (Madrid) h) Características generales del proyecto: -Subestación transformadora Grillete La subestación queda configurada tras las modificaciones de la forma siguiente: § Una posición de línea de 220 kV de intemperie compuesta, de salida aérea § Dos posiciones de línea de 220 kV de intemperie compuesta, de salida subterránea § Una posición de trafo de intemperie, con un transformador de potencia nominal de 290/145/145 MVA y relación de transformación 220±15%/30 kV § Un embarrado de 220kV de intemperie § Dos embarrados de 30 kV de intemperie § Tres conjuntos de celdas de 30 kV de aislamiento en SF6 § Sistema de protección y de servicios auxiliares Se modifican los siguientes elementos: § Estructura metálica con pórtico de entrada de línea aérea 220 kV, y estructuras de soporte de 220 kV y 30 kV § Los interruptores pasarán a ser de tipo tripolar § Los transformadores de tensión pasarán a ser todos inductivos § Se incluyen autoválvulas en las salidas de las líneas, pasando de 3 a 12 § Se incluye un seccionador por cada embarrado de 30 kV § Un nuevo conjunto de cabinas de 30 kV aisalda en SF6 § Una nueva cabina de salida a transformador § Se eliminan 3 transformadores de tensión colocados en barras § Se añade una nueva cabina de transformador de SSAA § Se añade un nuevo transformador de SSAA -Subestación Transformadora Noguera Se incorpora vial de acceso a la subestación, con el fin de definir y regular el acceso previsto a dicha infraestructura. Esta inclusión responde a la necesidad de detallar las condiciones de acceso desde la carretera más próxima hasta la subestación, incluyendo las posibles adaptaciones o mejoras del camino. -L/220 kV Noguera – San Fernando Renovables (Tramo St Noguera – Ap 157) Coincidente Con L/220 kV Atanzón – Ardoz REE220 (Tramo Ap133 – Ap157). Línea de doble circuito y tensión de 220 kV, con origen en la Subestación Noguera y tiene una longitud de 7.697,80 m, dividida en tres tramos, dos soterrados y uno aéreo, con una longitud de 4.638,57 m en aéreo y 3.059,23 m. en subterráneo. Se realizan las siguientes modificaciones: § Se ha incluido la servidumbre temporal y el camino de acceso a las cámaras de empalme § Se ha desplazado los apoyos 153 y 154 para respetar la distancia de una vez y media la altura del apoyo con respecto a la arista exterior de la carretera. Misma modificación para apoyo 143 § Se ha desplazado ligeramente el apoyo 153 como resultado de un mejor asentamiento del terreno en la nueva posición § El trazado del presente proyecto a su paso por la parcela propiedad de la Comunidad de Madrid, con referencia catastral 28130A009000210000YJ, se rediseña, variando su trazado, disminuyendo el número de apoyos y diseñando un vano de más de 500m entre los apoyos 147 y 149. § Desplazamiento del apoyo 144 para cumplir la distancia de 30 m con respecto a gasoducto § Se ha incluido una servidumbre temporal en forma de circunferencia alrededor de los apoyos para hacer posible la construcción de estos § Se ha desplazado el apoyo 141 para disminuir la afección sobre la parcela afectada § Se ha considerado en el tramo soterrado una única terna para el circuito 2 dado que el cableRHZ1-RA+2OL 127/220 kV 1x3000 MAL + H315 es suficiente para transportar 470 MVA § Se ha modificado la disposición de los conductores en la perforación dirigida bajo el río Henares considerando una vaina independiente para cada una de las fases para así mejorar el comportamiento térmico de los circuitos § Se ha modificado la configuración del tramo aéreo del circuito 2 a dúplex, dado que para los 470 MVA es suficiente la configuración dúplex. L/220 kV Noguera - San Fernando Renovables (Tramo Ap157 - ST San Fernando Renovables) La línea aéreo-subterránea, en simple circuito y a la tensión de 220 kV tiene su origen en la salida de la perforación dirigida para realizar el cruce con el río Henares con una longitud de 4,577 km, y su final en la Subestación San Fernando Renovables La línea objeto del presente proyecto tiene una longitud de 82,91 m en aéreo y 4.487,34 m en subterráneo, por lo que la longitud total de la línea es de 4.577,25 m. Se realizan las siguientes modificaciones: § Se han desplazado los pozos de ataque y salida de las perforaciones horizontales dirigidas, sacándolos de las zonas de protección de carreteras § Se ha desplazado una cámara de empalme ubicada en la Vereda del Camino de Galapagar para desafectar dicha vía pecuaria § Se han incluido caminos de acceso a las cámaras de empalme para hacer posible su instalación y construcción cuando vaya a tener lugar la obra de la línea § Se ha rediseñado el cruce de la carretera M-45, M-50, con un trazado lo más perpendicular posible § Se ha considerado superficie de ocupación temporal para el acopio y soldadura de tubo utilizado para las perforaciones dirigidas § Se ha considerado en el tramo soterrado una única terna dado que el cable RHZ1-RA+2OL 127/220kV 1x3000 MAL + H315 es suficiente para transportar 470 MVA § Se ha modificado la disposición de los conductores en las perforaciones dirigidas considerando una vaina independiente para cada una de las fases para así mejorar el comportamiento térmico del tramo soterrado con una única terna § Se ha modificado la configuración del tramo aéreo a dúplex dado que para los 470 MVA es suficiente la configuración dúplex -SET San Fernando Renovables 400/220 kV La subestación SET San Fernando Renovables 400/220 kV, es una instalación de intemperie que presenta una configuración línea-trafo-línea convencional, compuesta por dos (2) posiciones de línea-trafo que permiten la entrada en aéreo de la línea proveniente de la subestación ST Noguera 220 kV y salida, también en aéreo hacia la Subestación San Fernando 400 kV (REE). La infraestructura objeto de la presente adenda consta de los siguientes sistemas: § Parque de intemperie de 400 kV: compuesto por una posición línea-trafo, tipo intemperie, convencional, que cuenta con un pórtico de salida de línea y la aparamenta exterior. § Parque de transformación 220/400 kV: se trata de un banco monofásico compuesto por tres transformadores monofásicos de 400/220/30 kV y potencia 200/200/33 MVA. § Parque de intemperie de 220 kV: compuesto por una posición línea-trafo, tipo intemperie, convencional, que cuenta con un pórtico de entrada de línea y la aparamenta exterior. Se realizan las siguientes modificaciones respecto a la anterior autorización: § Sustitución del autotransformador de potencia trifásico inicialmente previsto de 400/220/20 kV y 700 MVA (HV1) y su correspondiente depósito de aceite, por un banco monofásico formado por tres transformadores monofásicos de 400/220/30 kV y 200 MVA (HV1)/200 MVA (HV2)/33 MVA (LV) cada uno. § Inclusión de muros cortafuegos entre cada uno de los equipos de transformación. § Inclusión de pórticos formados por vigas y columnas entre los citados transformadores de manera que se facilite la interconexión de la aparamenta de 220 y 400 kV con el banco monofásico. § Inclusión de autoválvulas en la posición de línea de 220 kV. § Cambio de características técnicas de la aparamenta de 400, 220 y 30 kV para adecuarla a los requerimientos finales de la instalación y de la red de transporte. § Ampliación de la superficie del edificio existente con el fin de suprimir el actual centro de transformación, procediendo a la reubicación del transformador de servicios auxiliares y de las celdas de media tensión en el nuevo espacio generado por dicha ampliación. § Inclusión de un punto limpio en el interior de la instalación. § Inclusión de un grupo electrógeno junto al nuevo edificio de control. § Inclusión de railes para guía y ubicación de los transformadores que componen el banco monofásico. § Eliminación del depósito de aceite para construir tres bancadas autoportantes y sustitución por una bancada con deposito embebido en la propia cimentación. § Modificación de la distribución de portones de acceso al cerramiento de la subestación. Nótese que el desarrollo administrativo del acceso a la instalación es objeto de otro proyecto. § Reubicación pórticos. § Reubicación de las autoválvulas de 220 y 400 kV anexas al banco monofásico, así como desplazamiento de los equipos conforme a la nueva disposición de los transformadores de potencia. § Cambio del trazado de las canalizaciones de control. -L/400 kV San Fernando Renovables –San Fernando Línea aérea simple circuito de 400 kV, con origen en la ST San Fernando Renovables, y discurre a través de 4 alineaciones y 3 apoyos hasta la ST-San Fernando 400 REE. Toda la instalación está situada en el término municipal de San Fernando de Henares (Madrid). Tiene una longitud de 679 metros. Se realizan las siguientes modificaciones: § Se sustituye el apoyo 3 proyectado por otro de características muy similares. Sin embargo, este nuevo apoyo cuenta con unas crucetas o estructuras auxiliares capaces de soportar la aparamenta necesaria para realizar la medida fiscal. § Se añaden los caminos de acceso a la infraestructura, lo que permitirá poder construir el proyecto. § Se retranquea el apoyo 2, con motivo de respetar una distancia de 50 metros con respecto a un oleoducto propiedad privada. De conformidad con lo establecido en la Ley 24/2013, de 26 de diciembre, del Sector Eléctrico, el proyecto subestación ST Grillete 220/3.0 kV, la subestación ST Noguera 220 kV, la infraestructura de evacuación L/220 kV Noguera, la infraestructura de evacuación L/220 kV AP157 – ST San Fernando Renovables, la subestación ST San Fernando Renovables 400/220 kV y la infraestructura de evacuación L/400 kV San Fernando Renovables – ST San Fernando REE., al referirse a una instalación de competencia estatal, corresponde a la Dirección General de Política Energética y Minas del Ministerio para la Transición Ecológica y Reto Demográfico como órgano sustantivo, emitir las resoluciones relativas a la solicitud de modificación de la Autorización Administrativa Previa, Declaración, en concreto, de Utilidad Pública y Autorización Administrativa de Construcción. La Declaración, en concreto, de Utilidad Pública, en virtud de lo establecido en el artículo 56.1 de la citada Ley 24/2013, y en el artículo 149 del mencionado Real Decreto 1955/2000, de 1 de diciembre, llevará implícita en todo caso la necesidad de ocupación de los bienes o de adquisición de los derechos e implicará la urgente ocupación a los efectos del artículo 52 de la Ley de Expropiación Forzosa. El proyecto incluye relación de bienes y derechos, a los efectos del artículo art. 56 Ley 24/2013 del Sector Eléctrico. Lo que se hace público para conocimiento general, y especialmente de los propietarios y demás titulares afectados por la actuación proyectada, cuya relación se inserta al final de este anuncio, así como los que, siendo titulares de derechos reales o intereses económicos sobre los bienes afectados, pudieran haber sido omitidos y puedan aportar por escrito los datos y documentos oportunos para subsanar posibles omisiones y errores en la relación indicada.
